Mystery Booster Commander Rules Changes

Every game change in Mystery Booster Commander: the Comprehensive Rules update, the Rulebreaker mechanic, and what it means for your deck. Updated Oct 23, 2026.

What changes in Mystery Booster Commander (short version)

The October 19, 2026 update adds support for Rulebreaker before the game, separates meld cards from double-faced cards, and confirms Tolabow’s revised Oracle wording. MBC Draft has additional deckbuilding exceptions.

The Rulebreaker mechanic explained

Rule 903.5e supports a deckbuilding exception when the card granting it is your commander. The ability word does not give every card with that word the same permission. Read the actual exception before changing your list. A useful deck check has three columns: the restriction you normally follow, the permission your commander grants, and any remaining limits. Keep a candidate card only when it satisfies all three. Placing a Rulebreaker card among the other cards in your library does not make it your commander.

Rule 903.5e addresses the time at which a commander’s deckbuilding permission must work: before the game begins. Rule 207.2c also recognizes Rulebreaker as an ability word. These are different jobs. The ability word helps identify a family of abilities, while the card’s actual text specifies its permission. For example, a permission admitting Angels of additional color identities is not permission for every spell of those colors. Review the card type as well as the identity. If you replace that commander, check the entire list again because the exception belonged to the designated commander.

Before you play: costs and deck checks

Rulebreaker is a permission, not two charges

It changes deck construction before the game. There is no general “first two casts only” limit; read your designated commander’s exact exception.

Urza’s Incubator does not erase commander tax

With Angel chosen and no other modifiers, Seluma costs 2 generic + W, then 4 generic + W, then 6 generic + W on successive command-zone casts. The white mana must still be paid.

Worked example: Seluma’s mana cost is 4 generic + W. Assume one Urza’s Incubator is on the battlefield with Angel chosen, and no other cost modifiers apply. Add commander tax first, then subtract 2 generic mana. These are calculated examples, not a claim that Incubator is an MBC booster inclusion.

Seluma + Urza’s Incubator: first, second and third casts
Command-zone castBase costAdded taxPay after reducing 2 generic mana
First{4}{W}{0}{2}{W}
Second{4}{W}{2}{4}{W}
Third{4}{W}{4}{6}{W}

A deckbuilding permission does not supply colored mana. For Tolabow with green chosen, Giant Growth and Memory’s Journey fit the permitted identity range, but Wild Hunger does not because its flashback cost adds red. Plan mana sources separately from checking whether a card may enter the deck.

    A commander’s Rulebreaker permission functions before play.

  2. 207.2c

    Rulebreaker is added to the list.

  3. 701.27 / 701.28 / 712 → 713

    Meld has its own section and is no longer double-faced.

  4. 122.1g

    Updated to align with 704.5w.

  5. 201.4f

    Choosing a card name can include an Adventure name.

  6. 608.2g

205.3j adds seven planeswalker subtypes: Arzakon, Dyfed, Feroz, Greensleeves, Sifa, Thomil and Worzel. This updates the type list; it does not give other planeswalkers permission to be commanders.

Wizards’ bulletin describes when Rulebreaker works as “before the game begins” and states that “the official rules take precedence.” These are short bulletin excerpts, not a replacement for the complete rules text. MBC Update Bulletin

What it means for your existing decks

Tolabow’s updated wording uses color identity explicitly. For instants and sorceries, choose one extra color; the permission also covers basic lands. Separately, meld cards move to rule 713 and leave the double-faced category. For an old interaction, first identify whether the effect asks for a double-faced card or a meld card. Then consult the current rule section. Do not rely on a screenshot of printed text when a newer Oracle entry or rules update governs the interaction.

A new product can have special Limited rules without rewriting every Commander deck. When reviewing a deck, record whether it was built for MBC Draft or for Constructed Commander before checking its size, duplicates, or commanders. For Constructed, start with the current Commander rules and then apply only explicit card exceptions. For a draft event, use the product’s own draft instructions. This avoids an easy mistake: taking a permission used during a particular draft and applying it to a deck assembled from your collection.

Write the commander’s exact name, the exception being used, the cards admitted by that exception, and the current rule reference. Recheck the note when changing commanders; permissions that made the old list work may not carry over.

Suppose Tolabow is your commander and the extra color you choose is green. Giant Growth fits the permitted instant-and-sorcery identity range; Memory’s Journey also illustrates why mana symbols in rules text matter. A green card with an additional red identity component does not pass simply because its face looks green. The corrected permission is specific to instants and sorceries, so a green creature does not gain admission through that part of the ability. This example is a deckbuilding check, not an assertion that all of these cards are available in an MBC draft pool.

FAQ

Does Rulebreaker stop working after two casts?

No general two-cast or fuel rule exists. Rulebreaker identifies a deck-construction permission that applies before play when that card is your designated commander. Casting limits and costs must come from the actual card text and normal rules.

Does this change ordinary Commander deck construction?

Apply an explicit commander permission only to the cards it covers. MBC Draft has its own 60-card and partner exceptions; those do not become general Constructed permissions. Check color identity, mana sources, legality and bans separately.
